Well, to cut the bottom off easily, get a hammer and a chisel as wide as the chip. You can cut it VERY easily like that. And here is a guide:

I know it's for standard chips, but you should be able to modify it just a bit and make it work for progress chips. My little bro has one, but he won't let me take a chip apart.

thanks dragon =], now to add to the question, what chips are worth having? i only have the chips that came with the PET, im gunna mod my vulcan1 battle chips as its the worst and weakest

Well, if you make it how he makes his, you can change it to be any chip. Very appealing. So you could make it bug charge, cannon, final gun, Megaman Navi Chip or anything you want it to be.

nah what he's done is made his OWN chip, i don't have the money or know a place to by those things

Radio Shack. It's pretty cheap. If you've got about 25 bucks, you should be able to get the parts.

meh who cares, its better than modding the whole shell to the advance PET II shell when u had to buy a PET II to get the shell, then u'd just use the PET II instead as its better

buying an Advanced PET II just to take the shell off and put it on an Advance PET so that you could have something that looked like an Advanced PET 2 would be a waste.

This is the guide I used to functionally modify a few duplicate chips I had lying around: http://pet-world.origross.net/phpbb/viewtopic.php?f=34&t=16&sid=dabba5289fed29e9b157a5352fc477a6 (I say functionally because I'm still working on painting the chips to look like the chips they are now instead of the chips they used to be. But I can still slot them in and they work.)

Believe it or not, the pencil lead WORKS. I was a bit skeptical, but a computer techie friend of mine explained that graphite (which is what #2 pencil lead is made from) can indeed conduct electricity. So my old WideBlade chip is now a Forte Navi chip. ...Not that it'll do me much good without a copy of Battle Network 4.5, of course. (Although I wonder if the Progress PET allows for Soul Unisons with the Navi Chips that only worked in 4.5 but not in 4... Hmmm. Sounds like I need to do a bit of research.)
